ACTCOSS project positions: Strategic Project Manager, Disability Project Officer

The ACT Council of Social Service is seeking expressions of interest for

STRATEGIC PROJECT MANAGER

Hours: 38 hours/week (negotiable)
Salary: $81,536 (pro rata)
Term: Temporary (6 months)

Role:
- Manage and review organisational roles in sector development, policy
advocacy and member engagement, in partnership with the ACTCOSS Director
and General Committee, and in consultation with staff and members.
- Oversee and assist in the research, planning, implementation,
monitoring and evaluation of ongoing and specific projects within
designated staff teams according to ACTCOSS strategic priorities,
funding agreement specifications, budgets, performance targets and
timeframes;
- Enhance ACTCOSS capacity to comply with funding agreements and other
legal obligations, (such as ACTCOSS' obligations as an employer, an
incorporated association and a member-based organisation);
- Assist in the management of ACTCOSS' financial and physical resources
efficiently and in line with agreed priorities;
- Report and critically assess feedback on organisational roles in
sector development, policy advocacy and member engagement to inform
development of the ACTCOSS Strategic Plan for 2014-2017.

Selection Criteria:
- Demonstrated skills in senior management role, including an ability to
provide organisational vision, leadership and direction to staff
- Organisational development skills, demonstrating an ability to
undertake the provision of professional development, with skills such as
in facilitation, governance and management, legal knowledge, training or
teaching;
- High level written and verbal communication skills;
- Demonstrated ability to lead strategic discussion, consultation,
liaison and networking across a range of stakeholder groups including
people experiencing disadvantage, community sector workers and
government officials;
- Commitment to social justice, including an understanding of poverty
and disadvantage in the ACT community, and demonstrating a drive and
commitment to reducing disadvantage faced by people in the ACT;
- Social policy analysis skills, including a demonstrated understanding
of local social policy issues, and a multidisciplinary (for example,
economic, legal, political, social) approach to policy analysis and
evaluation;
- Community sector knowledge, including a demonstrated understanding of
community sector organisations and the context and constraints that they
face, and mechanisms and strategies to build organisational capacity and
service delivery capabilities;
- Qualifications, in a discipline relevant to the duties and
responsibilities as listed above.


DISABILITY PROJECT OFFICER

Hours: 38 hours/week (negotiable)
Salary: $65,768 (pro rata)
Term: Temporary (6 months)

Role:
- Complete a research project investigating models for citizen advocacy,
supported decision-making and circles of support with a focus on people
living with a disability. The research should consider the need for,
feasibility of and development needed in the ACT regarding these forms
of advocacy. The project will include desktop research and consultation
with key stakeholders;
- Facilitate ACTCOSS led sector development and policy advocacy in the
Home and Community Care sector;
- Represent the work of ACTCOSS in a professional manner including
participation in relevant forums;
- Liaise with stakeholders and facilitate and guide consultative and
information sharing meetings and networks;
- Contribute to organisational development and improvement through
collective planning and review processes;
- Contribute to ACTCOSS' reporting requirements as required.

Selection Criteria:
- Demonstrated ability to undertake research and communicate findings;
- Research, develop and promote ACTCOSS policy and resources on key
social policy issues;
- A working knowledge of the current ACT policy environment and the role
of a representative organisation within this environment;
- Demonstrated excellence in written and oral communication;
- Capacity to consult and engage with stakeholders, including people
experiencing disadvantage, community sector workers and government
officials;
- Awareness of the contemporary social policy environment, community
sector and the role of peak bodies;
- Capacity to work within a diverse team environment;
- Commitment to social justice, and an awareness and understanding of
Equal Employment Opportunity, Industrial Democracy and Occupational
Health and Safety Principles;
- Qualifications in a discipline relevant to social policy,
organisational development or advocacy; such as law, economics, social
science, political science, management, education, or communications.
